I think the only thing that makes Trump nervous is the Special Counsel.
It's a sad day when the USA not only calls Canada a threat to its national security, their President has done this to all their friends.
Only Trump can create chaos and harm for the allies of USA as he's a psychopath who doesn't care what happens to anyone but himself. I use that term - psychopath - with caution but check the definition. It fits.

If Canada really wanted to thump em good, stop shipping Aluminum to them altogether. We provide over 50% of their Aluminum. It is of better quality than they can produce and they could never produce enough for their needs.

Yeah, I know but when the contractors for the military start crying about being unable to fill their quota's, when automakers run short and so on, the cry would be loud and long. Sometimes the best strategy in a dispute is to go to the full pull. The only countries that produce more aluminum at the moment are the People's republic of China and Russia. Don't think that you are going to be getting much supply from either of those 2. Trump is trying to leverage these tariffs to his advantage in other trade talks. Threatening as it were that more tariff's will follow if he doesn't get his way. Sometimes the best answer is basically a quick and definitive middle finger that says if you are going to play silly games, it is going to end up costing you. I would look at the dairy industry next. Large swaths of it are geared towards the Canadian Market. We throw away thousands of litres of milk daily due to supply management. Maybe it is time to start producing more of the dairy products that we typically import from the States and simply not buying from the Americans. It might be costly for us in the short term but I am forced to believe that some greater independence from American products is probably a good thing overall. I would also be working with Mexico and the EU to develop trading relationships that cut out the Americans altogether. If they want to stand by themselves, let them. I don't think they are going to like it very much going forward.

The S&P has taken an estimated $1 trillion haircut due to tariffs.
All for an estimated max of 27K jobs in alum and steel offset by an estimated 400K jobs lost in the USA in other sectors.
The ONLY hope is the Koch bros cash works to defeat tariff supporters in the mid terms or that the GOP pass legislation limiting the power of the POTUS to invoke "national security" claims when it comes to trade which is the prerogative of Congress.

Canada's decision to target counter tariffs at Trump's support base is a good one IMO
