To be fair Paopao joined the OTT team AFTER Elizondo quit late in the off season and on August 20th the team announced new duties:
The Redblacks announced Tuesday a shuffle in their coaching staff responsibilities that will see Joe Paopao (head coach of the Ottawa Renegades from 2002-05) take over as quarterbacks coach and also call the team’s offensive plays, taking over for Winston October, who remains receivers coach. Beau Walker will become the team’s running backs coach, while John McDonell will remain the offensive line coach. One thing that won’t change: The four coaches will collaborate to prepare the team’s game plans.

Elizondo quit after GM refused to give him permission to interview for other jobs. If Desjardins had given permission, they may have lost Elizando anyways, but likely would have had more time to prepare for his departure. Edit: but I agree that there is always more than enough blame to go around on the these bottom feeding teams without piling on. Kind of a hard year for CFL fans.
