We need another discussion of the "no helmet to helmet hits" rule. Someone in authority has to champion a rule change. As we have discussed before, there should be no need to consider intent. If the helmet hits helmet = penalty. No intent needed. Attacking player must control his own helm...

I don't think kicking it out of bounds is an option anymore because unless you are allowed to kick it out of bounds inside your own 20, there would be a penalty called and the game can't end on a penalty.
